Windows 7 is more powerful as it can utilize up to 128GB RAM if the motherboard can use this much [consumer boards cannot at the moment]. 32bit [x86] Windows is limited to a maximum of 3.25-3.5GB RAM no matter how much you have physically installed. So if you are running video editing software or CAD applications a 64bit machine will be miles faster.
